PROBLEM TO BE SOLVED: To provide a traffic signal controller capable of improving flexibility of interconnected control.SOLUTION: A traffic signal controller comprises: an acquisition unit that acquires signal control information including time in respective stages of a prescribed cycle in order to control a first signal light installed at a first intersection; and a transmission unit that transmits an interconnection signal to turn on and turn off a second signal light in interconnection with the first signal light to a traffic signal control slave unit to control the second signal light installed at a second intersection upstream or downstream of the first intersection. The traffic signal controller also comprises a setting unit that determines a transmission time point to transmit the interconnection signal by taking into consideration the time in the respective stages, an offset time capable of taking a negative value, and a reference time point which is a count starting time point of the offset time, and that has the transmission unit transmit the interconnection signal at the transmission time point.
