Route planning for a plurality of vehicles traversing a population of stops 202 to a target stop. A payload is acquired at each stop, e.g. packages, entities, animals or people and transported to the target stop 204. For example, school buses transporting children to school. Stop information 208 includes an indication of a number of items of, or quantity of, payload at each stop and can further include indications such as whether one or more particular capabilities of a vehicle required to transport one or more payload items at one or more stops. For example: a certain size; refrigeration; heating; ventilation; illumination and accessibility. Initially, the route identifier selects a vehicle for which a route is to be defined. The route identifier defines a route for the selected vehicle including an initial stop and the target stop. All routes have the target stop as the final stop in the route. The route identifier selects a candidate stop from the population of stops. The candidate stop is inserted between a pair of adjacent stops in the route and if certain criteria are met, the candidate stop is kept, otherwise it is inserted elsewhere. A genetic algorithm 218 is applied to the set of routes to adjust the routes in the set of routes.
