A route generation device stores region data formed by a plurality of spatial regions configured to serve as a movement route of a mobile body, and status data indicating a status used to determine whether movement is possible at each timing in each of the spatial regions; and configured to execute: a step of receiving, a departure point and a destination of a mobile body, and conditions of the mobile body including at least information for specifying a travel speed, a step of extracting, as a movement target, a plurality of spatial regions including a route from the departure point to the destination, a step of changing a status of a spatial region extracted as a movement target of the mobile body in the status data in consideration of each timing according to a travel speed of the mobile body, and a step of transmitting, information on a spatial region of the movement target and a spatial region in proximity in association with each of the timings to a control device of the mobile body.
