Provided is a rail vehicle air-conditioning apparatus capable of performing detection as to an increase in pressure loss caused due to dust clogging of a heat exchanger and dust clogging of a filter while distinguishing locations thereof when the heat exchanger and the filter are disposed on the same flow path.The rail vehicle air-conditioning apparatus is an air-conditioning apparatus for a railway vehicle, and includes a refrigeration cycle including an outdoor-side heat exchanger, an outdoor-side fan, a compressor, an indoor-side heat exchanger, a filter, and an indoor-side fan. The filter is installed on a windward side of the indoor-side heat exchanger. The rail vehicle air-conditioning apparatus further includes sensors that measure an air temperature and humidity on the windward side of the indoor-side heat exchanger, an air temperature on the leeward side of the indoor-side heat exchanger, a temperature of a refrigerant inflow-side pipe of the indoor-side heat exchanger, a temperature of a refrigerant outflow-side pipe of the outdoor-side heat exchanger, and a pressure difference across the indoor-side heat exchanger or across the filter. The rail vehicle air-conditioning apparatus further includes an airflow rate decrease evaluation system that detects a decrease in an airflow rate, without using fan electric power, from information on a temperature of the heat exchanger and temperatures and humidity of air before and after passing through the heat exchanger, a dust deposition location identification system that determines whether a factor that causes the decrease in the airflow rate is dust accumulation on the heat exchanger, dust accumulation on the filter, or both, and a cleaning time diagnosis system and a cleaning time diagnosis device that perform, when the airflow rate decrease evaluation system detects a predetermined decrease in the airflow rate, causing the dust deposition location identification system to identify a dust deposition location, indicating the location, and displaying an indication prompting cleaning of the heat exchanger or the filter.
