[Problem] To provide a passenger restraining device capable of further improving passenger restraining performance of an airbag cushion.[Resolution Means] A passenger restraining device 100 is provided with an airbag cushion 112 stored in a seatback 104 in a predetermined storage form, an inflator 120, and a first belt 116a and a second belt 116b connected to the side of the airbag cushion 112 opposite to the passenger 103 and stored from the inside of the seatback 104 to the inside of a seat cushion 106. The second belt 116b is disposed behind the first belt 116a on the side of the expanded and deployed airbag cushion 112 opposite to the passenger. In a stored state in which the airbag cushion 112 in a storage form is assembled on a frame 122, the first belt 116a is disposed so as to be located farther from the frame 122 than the second belt 116b.
