Provided is an occupant restraint device capable of further improving the occupant restraint performance of an airbag cushion. An occupant restraint device (100) is provided with: an airbag cushion (112) housed in a seat back (104) in a predetermined housed form; an inflator (120); and a first strap (116a) and a second strap (116b) which are connected to the opposite side of the airbag cushion (112) from the occupant (103) and are accommodated within a range from the inside of the seat back (104) to the inside of the seat cushion (106). The second strap (116b) is disposed at a position rearward of the first strap (116a) on the opposite side of the inflated and deployed airbag cushion (112) from the occupant. In a stowed state in which the airbag cushion (112) in the stowed state is assembled on the frame (122), the first strap (116a) is disposed at a position farther away from the frame (122) than the second strap (116b).
