Said system (10), which is installed on board a rail vehicle (1) and interfaced with a unit for monitoring/controlling (8) traction/braking means (3, 4) of the vehicle, comprises: a means (21, 23, 33) for determining a position of the vehicle; a means (25, 26, 39) for detecting an obstacle in an observation region around the vehicle; a means for calculating a setpoint speed (37) in order to filter each obstacle detected in the observation region by only retaining the detected obstacle in a monitoring zone, and for calculating a setpoint speed depending on the position of the vehicle and the location of the obstacle in the monitoring zone; and a speed control module (38) for generating, on the basis of the setpoint speed, a setpoint signal designed to be applied to the monitoring/control unit (8).
