An on-board device (1) includes a sensor device (11) that detects at least one sensor detection value. Sensor information includes the at least one sensor detection value and a detection time. A mobile terminal (2) receives the sensor information and positioning information from the on-board device (1). The mobile terminal (2) includes an information synchronizer (252) that synchronizes positioning information with the sensor information when a time difference between a time at which the positioning information is obtained and the detection time is equal to or less than a predetermined value. The positioning information includes a position obtained by a positioning information obtaining unit (12, 21) and the time at which the position is obtained. A movable-object position estimation unit (253) estimates a position of a movable object based on the positioning information and the sensor information synchronized with each other by the information synchronizer (252).
