A case (21) of a helm device (20) is provided with a steering shaft (22). A rotation of the steering shaft (22) is detected by a helm sensor (25). A friction generating mechanism (23) is disposed in the case (21). The friction generating mechanism (23) includes a rotor (70) disposed on the steering shaft (22), an inner disk (71) configured to rotate together with the rotor (70), an outer disk (72) opposed to the inner disk (71), an electromagnetic actuator (73), and an armature (74) configured to be driven by the electromagnetic actuator (73). An assist spring (24) is disposed in the case (21). The assist spring (24) urges the armature (74) in such a direction as to press the disks (71; 72) against each other.
