According to the method, a mapping relation database containing data such as a wave environment, a ship loading state and main engine thrust is constructed through a high-precision CFD numerical simulation method; a wave measuring floating ball is arranged near the wind pile, and wave parameters are measured in real time; querying a predicted motion response from a database based on the current state; collecting actual motion data to correct the database; and calculating the motion state of the ship during abutting, considering the elastic coefficient and the friction coefficient of the rubber pad, dynamically adjusting the course, the host power and the loading state according to the corrected prediction result, and controlling the motion response within a preset range. According to the method, economy and comfort can be considered, and the motion response of the wind power operation and maintenance ship abutting against the wind pile is effectively controlled.
