The offshore wind power operation and maintenance ship comprises an operation and maintenance ship body and a rotor wing device. The operation and maintenance ship body is used for driving a jacking piece in butt joint with a berthing component of the wind power platform on the sea surface to move towards the berthing component so as to be in butt joint with the berthing component. The rotor wing device comprises a plurality of driving assemblies and a plurality of rotor wing assemblies, the driving assemblies and the rotor wing assemblies are connected in a one-to-one correspondence mode, a storage cabin is formed in the operation and maintenance ship body, and the driving assemblies are arranged in the storage cabin; the driving assemblies are configured to drive the corresponding rotor wing assemblies to move when the jacking pieces are in butt joint with the ship berthing component, so that the rotor wing assemblies extend out of the storage cabin; and the rotor assemblies are configured to drive the operation and maintenance ship body to move when extending out of the corresponding storage cabins, so that the operation and maintenance ship body is separated from the sea surface. The offshore wind power operation and maintenance ship is good in berthing stability and small in potential safety hazard.
