This vehicle control device is provided with a cooperative control unit (73), a function module (50), an acceptance determination unit (75), and an output control unit (77). The cooperation control unit causes an application to cooperate with a function module that executes a predetermined process, and the function module converts a first command transmitted from the application in a vehicle-independent form into a second command in a vehicle-dependent form, and outputs the second command to an operation control unit that controls an object to be controlled. The reception determination unit determines whether or not the first command follows the intention of the user, and the output control unit does not cause the output unit to output the second command when it is determined by the reception determination unit that the first command does not follow the intention of the user.
