The method comprises the following steps: constructing a tunnel traffic and safety association model based on historical traffic data and historical safety data; constructing a tunnel traffic and emission correlation model based on the historical traffic data and the historical carbon emission data; constructing a tunnel traffic control model based on the tunnel traffic and safety association model and the tunnel traffic and emission association model; and inputting the tunnel real-time operation data into the tunnel traffic control model to obtain the current optimal vehicle speed in the target tunnel, and limiting the speed of a vehicle entering the target tunnel according to the current optimal vehicle speed.
