The method includes determining whether the at least one agent is a vulnerable road user (VRU) by determining whether the situation is "rationally predictable", and determining whether the at least one agent violates a higher priority rule compared to a rule violated by the vehicle. Rule violations in real-time driving scenarios, simulations, re-simulations, or other applications that result in traffic conflicts involving the vehicle and at least one agent are determined as an error for the vehicle. In an embodiment, the on-vehicle decision is based on a rule manual having a priority structure that accounts for responsibility, and a "initiator" of a traffic conflict is determined based on whether the vehicle or at least one agent first violates the rule and first violates a higher priority rule.
