The invention provides an emergency power supply charger and system for an alternating-current transmission locomotive and the locomotive, and solves the problem of operation stability of a charger and a management system of a lithium ion power battery. The emergency power supply charger for the alternating-current transmission locomotive comprises an EMC (Electro Magnetic Compatibility) filter which is used for preventing interference and damage of peak surge on a power grid to power supply equipment and simultaneously filtering pollution of high-frequency clutter generated by the power supply equipment to the power grid; the silicon carbide inversion module is connected in parallel with the EMC filter and is used for inverting the direct current into high-frequency square waves; the diode rectification module is used for converting low-voltage direct current into direct-current charging current and voltage; and the high-frequency transformer is connected in series with the silicon carbide inversion module and the diode rectification module and is used for electrical isolation.
