A method of operating an elevator system is provided and includes: identifying that a brake of an elevator car fails to fall upon removal of a braking force; temporarily hovering the elevator car in place to allow the elevator car to be emptied; controllably moving the elevator car to the top or bottom of a hoistway in an unbalanced direction defined as a function of the relative weight of the elevator car and counterweight and a torque applied to the elevator car for driving the elevator car upward or downward; and confirming that the brake fails to fall or provides sufficient holding torque.
