The invention provides a low constant speed traction system controller based on a multi-mode new energy locomotive, and the controller comprises an excitation control module which is connected with a diesel generating set; the uncontrolled rectifier module is respectively connected with the diesel generating set and the DCDC module; the DCDC module is respectively connected with the uncontrolled rectifier module, the energy storage device and the traction module; the traction module is respectively connected with the diesel generating set, the DCDC module and the load; and the control system is respectively connected with the excitation control module, the DCDC module and the traction module. The control system collects external power supply forms and control mode requirements through hard wire signals or network signals, dynamically adjusts output torque, output power and power change rate through internal communication of the controller and regulation and control of cooperation of all the modules, achieves target speed optimization selection and current shaft speed redundancy and cooperative control, and achieves the purpose of high-speed control. And the requirements of a new energy locomotive on low-constant-speed loading/unloading operation and extremely-low-speed mounting operation are met.
