The invention discloses a European standard charging and discharging system and method for an electric vehicle. The European standard charging and discharging system comprises a charging control communicator, a vehicle control unit, a charger and a high-voltage distributor. The vehicle control unit is connected with the charging control communicator and the charger through a CAN bus. The charger is electrically connected with the high-voltage distributor, and the high-voltage distributor is electrically connected with a vehicle power battery and used for charging the vehicle power battery according to set power; the charging control communicator is used for carrying out communication coordination conversion on interaction between the vehicle control unit and the charging pile; and when the charging pile of the vehicle is in signal connection with the vehicle control unit, the vehicle control unit receives a CC signal and a CP signal sent by the charging pile and sends a charging instruction to the charging pile and the charger according to the vehicle state, and the charging pile and the charger carry out charging control on the power battery of the vehicle according to the charging instruction. The charging and discharging safety and convenience of the electric vehicle can be improved.
