The electromagnet device is mounted on the brake base and is in transmission fit with the brake mechanism; a mounting assembly is arranged on the brake base, a brake state monitoring module is mounted on the mounting assembly, the brake state monitoring module is in communication connection with a monitoring control module, and the monitoring control module is in communication connection with an elevator control cabinet. During use, the rotation condition of the brake wheel is detected through the brake state monitoring module after the brake wheel is braked by the brake mechanism, and if the brake wheel is not effectively braked at the moment, the monitoring control module sends a brake abnormity alarm signal to the elevator control cabinet to give an alarm, so that safe operation of an elevator is guaranteed.
