The invention provides a cable hooking and releasing device, an underwater operation robot and a working method of the underwater operation robot, and belongs to the technical field of underwater unmanned equipment operation. The problems that an existing underwater operation robot cannot detect the stress condition of a cable hooking device hook, and it is guaranteed that the stress borne by the cable hooking device hook is within the bearable range are solved. The invention relates to a cable hooking device which comprises a cable hooking device end part, a mechanical sensing device, a connecting boss, a rotating motor, a small hydraulic telescopic arm of the cable hooking device, a large hydraulic telescopic arm of the cable hooking device and a hydraulic rotating actuator, the cable hooking device end part is connected with the mechanical sensing device, and the mechanical sensing device is connected with the rotating motor through the connecting boss. The rotating motor is connected with the small hydraulic telescopic arm of the cable hooking device through the positioning sleeve, the small hydraulic telescopic arm of the cable hooking device is connected with the large hydraulic telescopic arm of the cable hooking device, and the large hydraulic telescopic arm of the cable hooking device is connected with the hydraulic rotating actuator through the base of the cable hooking device. The submarine cable hooking device is mainly used for hooking submarine cables.
