The invention relates to a construction method of an offshore wind power system and the offshore wind power system.The construction method comprises the steps that a gravity type foundation and a floating platform are manufactured, and the gravity type foundation and the floating platform form a whole; towing the whole to a preset position; a plurality of auxiliary sinking cables are connected between the gravity type foundation and the floating platform; the connecting part is removed, primary loading is carried out on the gravity type foundation, so that the gravity type foundation sinks till the gravity type foundation is completely immersed in water, and the auxiliary sinking cable is in a first pre-tensioning state; releasing the auxiliary sinking cable to enable the gravity type foundation to sink to a preset state; before the preset state, a plurality of tension tendons are connected between the gravity type foundation and the floating platform, and in the preset state, the tension tendons are in a second pre-tensioning state; and secondary loading is conducted on the gravity type foundation, so that the gravity type foundation sinks to the seabed. According to the design, the tension tendon does not need to be installed underwater, large equipment does not need to be used for tensioning the tension tendon, and the construction difficulty and the construction cost are reduced.
