The rotary underwater vehicle comprises a vehicle body, a sampling cavity is formed in the vehicle, and a multi-joint folding mechanical arm capable of extending out of the sampling cavity is arranged in the sampling cavity; the sampling device is matched with the multi-joint folding mechanical arm for use; and the control system is used for adjusting the underwater balance of the aircraft. The device provided by the invention is compact in structure, accords with a streamline fuselage to reduce the sailing resistance, and solves the balance problem of the aircraft during underwater fixed-point sampling, thereby improving the working efficiency of seabed sample sampling.
