The invention relates to an unmanned underwater vehicle laying and retrieving device, which comprises a lifting mechanism, a docking platform is fixed on the lifting mechanism, and the lifting mechanism can drive the docking platform to ascend and descend; the locking assembly is connected to the docking platform in a sliding mode, and the locking assembly is used for being matched with a locking assembly of an unmanned underwater vehicle body; the damping mechanism is connected between the docking platform and the locking assembly, and the damping mechanism is used for buffering the impact force generated when the unmanned underwater vehicle body impacts the locking assembly. The docking platform can be deployed and recycled in water, energy transfer caused by the recycling speed of the unmanned underwater vehicle body is reduced through the damping mechanism, and the service life of the docking platform is guaranteed.
