A route planning system of one aspect of the present invention constructs a route map for each subject using a trained route map construction model. The trained route map construction model is generated by machine learning using learning data obtained from a positive solution path of a plurality of learning subjects. The route planning system constructs a route map for each subject by repeating a process of designating each subject as a subject separately and estimating a candidate state from a subject time step to the next time step using the trained route map construction model.
