A four-wheel independent steering apparatus is provided. The load estimation module calculates an estimated load amount by receiving values detected and fed back by a sensor module disposed in the steering module. The processor calculates an output value based on the steering angle reference, the value fed back from the sensor module, and the value input from the load estimation module such that the actual steering angle tracks the steering angle reference received from the active driving module as an upper layer controller, and outputs the output value to the steering module. According to the invention, stable driving control can be carried out on the four-wheel independent steering equipment.
