The invention belongs to the technical field of building construction, and particularly relates to a precast beam hoisting and transporting device which comprises a hoisting cross beam, a sling, a first half sliding sleeve, a second half sliding sleeve and a reset spring. Before the precast beam is hoisted, reset springs at the two ends of the interior of an inner cavity push, so that a first half sliding sleeve and a second half sliding sleeve are located in the center of the inner cavity, and the lengths of the two ends of a sling are kept consistent all the time; moreover, in the hoisting process of the precast beam, when the precast beam slightly inclines, a sling drives a first half sliding sleeve and a second half sliding sleeve to slide towards the side along an inner cavity, a reset spring on the side is compressed, and a reset spring on the other side is stretched; elastic force generated by the reset springs on the two sides can promote the first half sliding sleeve and the second half sliding sleeve to return to the center position of the inner cavity, the heights of the two ends of the sling are driven to recover to the horizontal state, and therefore the precast beam is adjusted to recover to the horizontal state, and the stability and safety of precast beam hoisting are improved.
