The invention discloses a ship state evaluation method based on comprehensive evaluation, BWM and a cloud model, the method comprehensively considers fuzziness and randomness of an evaluation process, and the cloud model is respectively combined with the comprehensive evaluation method and the BWM, so that the comprehensive evaluation method and the BWM are matched in a qualitative evaluation large environment. Compared with a traditional method, the method has the advantages that the BWM is improved by using the cloud model theory when the weight is determined, the advantages that the BWM weighting process is simple and efficient and the obtained result is high in consistency level are reserved, fuzziness and randomness generated by evaluation are considered, and the rationality of the evaluation result is improved.
