The stopping device comprises a rope disc, a turbine oil bin, a clamp brake disc and a hydraulic lock, the rope disc, the turbine oil bin and the clamp brake disc are sequentially in transmission connection, the hydraulic lock is communicated with the turbine oil bin and a passive clamp of the clamp brake disc through an oil way, the turbine oil bin conveys oil liquid to the hydraulic lock through the oil way, and after the hydraulic lock is opened, the passive clamp is activated to clamp the clamp brake disc. Transmission connection is designed, and when the clamp brake disc brakes, the rope disc stops rotating; the turbine oil bin conveys oil to the hydraulic lock through the oil way, and buffering resistance and buffering time are provided for a brake rope disc in the process that the passive clamp is activated after the hydraulic lock is opened. The resistance applied by the blocking device is changed from the resistance of the oil bin of the hydraulic turbine to the dynamic friction, the resistance change is small, and accurate estimation can be achieved.
