The first water powder film forming spraying part communicates with the hydraulic driving part through the first water conveying pipe. When the water-absorbent resin composite material is combined with water, a gel-state water film can be formed. The method has the advantages that the spaceflight low-temperature chemical fuel leakage emergency treatment capacity is improved, accidents are controlled in the bud and the initial state in time, and the possibility of secondary disasters such as fire disasters and explosions is reduced.
