The invention relates to the technical field of ships, and particularly discloses a ship bottom air layer resistance reduction device and a ship, the ship bottom air layer resistance reduction device comprises a resistance reduction assembly and a drainage structure, the resistance reduction assembly comprises a plurality of air holes, the air holes are used for being formed in the ship bottom, and the air holes can jet air to form an air layer at the ship bottom; the drainage structure is used for being attached to the ship bottom and located between a propeller at the stern and the drag reduction assembly, the two ends of the drainage structure extend in the direction close to the left ship side and the direction close to the right ship side correspondingly, an air inlet is formed in the end, facing the drag reduction assembly, of the drainage structure, and air outlets are formed in the two ends of the drainage structure correspondingly. One air outlet is used for being located at the joint of the ship bottom and the left ship side, the other air outlet is used for being located at the joint of the ship bottom and the right ship side, and the air inlet is communicated with the two air outlets. The arrangement can prevent gas from being sucked to a propeller area by the propeller, so that the working efficiency of the propeller can be improved, and the thrust of the propeller is prevented from being reduced.
