The invention provides a civil aircraft gust speed identification and arrangement scheme, which is characterized in that an attack angle sensor, a sideslip angle sensor and an attitude and heading test system are arranged to obtain the gust speed in the flight process, strain and acceleration sensors are arranged at the same time, and the gust speed in the flight process is identified by combining flight parameter data, weight center-of-gravity data, aircraft characteristic parameters and the like. The gust speed of the civil aircraft in the flight process can be obtained after comparison, and the method is used for researching response characteristics of all components, main systems and equipment under gust excitation.
