The invention relates to a variable-load energy absorber and a variable-load energy-absorbing anti-crash seat. The variable-load energy absorber comprises a control assembly. The sliding frame is connected to the anti-crash seat in a sliding manner; the rolling pieces are installed in the sliding frame, each rolling piece is in a coiled shape which takes one end as a starting point and is wound outwards, each rolling piece comprises a traction end of the axis and a free end used for being fixed to the chair back, the rolling pieces are divided into a plurality of groups, and the axes of the rolling pieces in each group coincide; the cable pulling transmission assembly is arranged according to the group number of the winding pieces and comprises cable pulling ropes and locking pins connected to the tail ends of the cable pulling ropes, and the locking pins are used for being inserted into inserting holes formed in the pulling ends of the winding pieces in the same group and are used for being separated from the winding pieces in the same group one by one under pulling of the control assembly; the number of the winding pieces connected with the locking pin corresponds to starting loads of passengers with different weights, a limiting piece for vertically limiting the locking pin is arranged in the sliding frame, and the winding pieces are used for being unfolded when sliding downwards along with the locking pin. The winding piece has the advantages of being free of noise and heat, small in size and low in cost.
