The device is characterized by further comprising a brake rope, a rope winding winch, a first velometer, a second velometer and a third velometer, wherein the first velometer, the second velometer and the third velometer are used for measuring the speed of the main rope, the brake rope, the brake vehicle or the truck; the extending amount of the rope end of the brake rope is controlled through the rope winding winch, and the extending end of the brake rope and the truck move synchronously.
