The method comprises the steps that S1, a cloud platform database is established, S1.3, an ID is allocated to each vehicle in a static road environment model, a corresponding archive library is established according to the IDs, the vehicles comprise automatic driving vehicles and non-automatic driving vehicles, the automatic driving vehicles are allocated with permanent IDs, the non-automatic driving vehicles are allocated with temporary IDs, and the cloud platform database is established according to the temporary IDs; when the non-autonomous vehicle is driven out of the whole control area for one week, the cloud platform automatically deletes the temporary ID and the corresponding archive library of the non-autonomous vehicle; s2, determining a local path plan of the controlled vehicle; according to the invention, the automatic driving vehicle and the non-automatic driving vehicle are endowed with the ID, the matched archive library is established, and the data of the non-automatic driving vehicle are deleted regularly according to the rule, so that the database is ensured not to store excessive useless information, and rapid management, application, transmission and updating between the edge computing center and the cloud platform are facilitated.
