The invention relates to the underwater laser detection field, and especially relates to an underwater elastic scattering laser radar system comprising a hoisting assembly arranged on an overwater carrying device, an elastic scattering laser radar assembly comprising a sealed cabin, and a laser and a signal receiving assembly fixed in the sealed cabin; the hoisting assembly is connected with the elastic scattering laser radar assembly through a mooring rope and used for adjusting the underwater depth where the elastic scattering laser radar assembly is located, and the central axis of the laser optical axis of the laser and the central axis of the receiving view field of the signal receiving assembly are arranged to form an included angle; on the premise that the field angle of the receiving lens is not changed, the section test of the underwater elastic backscattering signal in the upper layer of the ocean or even a deeper water area is met, meanwhile, the blind area is greatly reduced, and the requirement of underwater detection is met.
