The invention discloses a tire belted layer rubber composition. The tire belted layer rubber composition comprises the following components in parts by weight: 100 parts of natural rubber; 20-80 parts by weight of a reinforcing filler; 1-3 parts by weight of a binder resin; 3-7 parts by weight of a vulcanizing agent; 0.5 to 3 parts by weight of an accelerant; 1-5 parts by weight of an anti-aging agent; 0.05 to 0.2 part by weight of stearic acid; 6-10 parts by weight of zinc oxide; 3-7 parts by weight of an adhesive; 1 part by weight of a metal adhesion promoter; the metal adhesion promoter is a nickel salt mixture. The nickel salt is used for replacing cobalt salt in the prior art to serve as the metal adhesion promoter, that is, rich nickel ore resources are used for replacing scarce cobalt ore resources, cost can be reduced, consumption of the scarce cobalt ore resources can be reduced, and it is guaranteed that development of the adhesion promoter meets the requirement for green and sustainable development.
