By arranging the pulling, swinging and unfolding assembly, after one end of a pulling rod is adjusted to a designated position, a hydraulic cylinder is started, the output end of the hydraulic cylinder drives a pulling disc to pull one end of the pulling rod to move upwards so as to drive a swinging block to rotate, and when the hydraulic cylinder stops working, the swinging block rotates by 90 degrees, so that an air bag is exposed; the steps are reversely operated, so that the swing block is flush with the sinking column, the overall size of the sinking column is reduced, the resistance borne by the sinking column during sinking is reduced, the sinking column can rapidly sink to the designated position, and the rescue speed of the manned submersible is increased.
