The tower crane comprises a tower body; a cargo boom; a hoisting part; a balance arm; the movable balance weight is configured to move in the first direction so as to be switched between a first position and a second position, and the first position is farther from the end, away from the tower body, of the balance arm than the second position; a position detection section configured to detect whether the moving counterweight is located at the first position and/or the second position; the controller is in signal connection with the position detection part and the hoisting part and is configured to execute the operation of allowing the hoisting part in response to the fact that the moment t of the pulling force applied to the cargo boom by the heavy object to the joint of the cargo boom and the tower body is smaller than the first set moment tm1 and the balance weight is moved to be located at the first position; and/or in response to the fact that the moment t is larger than a second set moment tm2 and the movable balance arm is located at the second position, the operation of the lifting part is allowed, and the second set moment tm2 is larger than the first set moment tm1.
