The device comprises a machine shell, a rolling disc assembly, a guide assembly, an emergency stop mechanism and a limiting mechanism. A driving device is arranged in the machine shell; the rolling disc assembly is provided with a rope winding channel and connected with the output end of the driving device. The guide assembly comprises a guide wheel and a guide frame; the emergency stop mechanism comprises a fixing seat, an abutting frame, a pressing handle, a fixing sleeve, a torsional spring, a sliding rod, a sliding frame and an elastic piece b, the fixing sleeve is arranged on the fixing seat and abuts the abutting frame against the fixing seat, a plurality of limiting grooves are circumferentially distributed in the end, away from the fixing sleeve, of the abutting frame, the fixing sleeve is sleeved with the torsional spring, and the two ends of the torsional spring are connected with the fixing sleeve and the abutting frame correspondingly; the limiting mechanism is arranged on the fixing base, and a rope penetrating space is formed between the limiting mechanism and the fixing base. The rope can be conveniently propped by pressing the pressing handle, so that relative slippage is prevented.
