The invention belongs to the technical field of elevators, and particularly relates to a speed governor and an elevator, the speed governor comprises a base frame, a rope wheel, a wheel shaft and a centrifugal mechanism, the rope wheel is installed on the base frame through the wheel shaft, and the rope wheel is rotationally connected to the wheel shaft; the centrifugal mechanism comprises a centrifugal flail block, the speed limiter further comprises a trigger plate, and the trigger plate is rotationally connected to the wheel shaft; the trigger plate is provided with a plurality of braking steps distributed in the circumferential direction of the trigger plate, and the braking steps are used for being matched with the centrifugal flail block in a braking mode when the speed limiter overspeeds. The trigger plate is provided with a limiting column, and the base frame is provided with a stroke groove. The limiting column is inserted into the stroke groove so as to limit the rotation stroke of the trigger plate. According to the speed governor, the structural design of the trigger plate, the limiting column and the stroke groove is adopted, after the centrifugal flail block makes contact with the brake step for braking, the electrical switch is forcibly triggered to be switched off, automatic reset is achieved, meanwhile, certain buffering is achieved, the problem that electricity is not triggered while mechanical triggering is achieved is effectively solved, and the reliability of the speed governor is improved.
