The invention provides a heat pump air conditioning system and an electric automobile. The heat pump air conditioning system includes: a compressor; an inlet of the condenser communicates with an outlet of the compressor; the coaxial pipeline comprises a high-pressure outer pipe and a low-pressure inner pipe which are coaxially sleeved, a first circulation cavity is formed between the high-pressure outer pipe and the low-pressure inner pipe, an inlet of the coaxial pipeline is communicated with an outlet of the condenser, and the low-pressure inner pipe penetrates through the second circulation cavity; an inlet of the evaporator communicates with an outlet of the first circulation cavity, an outlet communicates with an inlet of the compressor, and the inlet is provided with a first throttling valve; a first inlet of the battery cooler is communicated with an outlet of the first circulation cavity, a first outlet of the battery cooler is communicated with an inlet of the compressor, and a second throttling valve is mounted at the first inlet; two ends of the liquid inlet pipeline are respectively communicated with the second inlet of the battery cooler and the outlet of the battery pack, and a water pump is mounted on the liquid inlet pipeline; two ends of the liquid outlet pipeline are respectively communicated with a second outlet of the battery cooler and an inlet of the second circulation cavity; and two ends of the liquid return pipeline are respectively communicated with the outlet of the second circulation cavity and the inlet of the battery pack.
