The invention discloses a device and method for adjusting the floating state of an underwater explosion test damage model, the device is provided with an internal floating cylinder and an external floating box, the internal floating cylinder is filled in an additional cabin of the test damage model, the external floating box is arranged outside the test damage model, and the internal floating cylinder and the external floating box are used for providing buoyancy; and floating state adjustment is carried out by adjusting the mounting position of the external buoyancy tank and the water injection rate of a cabin in the external buoyancy tank, so that the test damage model is suitable for an underwater explosion secondary damage test.
