The invention discloses a submarine optical cable shearing robot which comprises a main body part, a propelling part, a balance lifting part, a sonar detection part and a biological expelling part, the propelling part provides power on the machine main body part, the balance lifting part provides rapid diving and floating on the machine main body part, and the sonar detection part provides sonar detection for the sonar detection part; the sonar detection part is used for detecting the seabed environment on the machine main body part, and the biological expelling part is used for expelling surrounding seabed organisms on the machine main body part; a crawler member; the functional part comprises a water gun module part, a fixed pulley module part and a shearing and fishing module part, and the water gun module part is rapidly installed on the machine main body part so as to blow away sandy soil covering the submarine cable to be overhauled; and the fixed pulley module piece is quickly mounted on the machine main body piece. The system is high in adaptability, high in expansibility, low in energy consumption, stable in underwater movement, high in operation success rate under the complex ocean current condition and low in accident occurrence rate during seabed operation.
