The present invention relates to a high-bending heating wire and a heat release body having excellent flame retardancy. Provided are: a heater wire which can be used in an automobile or the like, can be reduced in diameter, and has high bending durability and high flame retardancy; and a heat release body to which the heater wire is mounted. The present invention solves the problem by having a fiber core (1), a heat release part in which a plurality of heat release wires (2) provided on the outer periphery of the fiber core (1) are wound in a spiral shape, and an insulating case (3) provided on the outer periphery of the heat release part, the insulating case (3) being formed by extruding a nylon or polyester elastomer containing a flame retardant. The flame retardant is preferably a brominated flame retardant and antimony trioxide.
