The invention relates to the technical field of intelligent traffic, and discloses an ETC data-based traffic state estimation method, which comprises an auxiliary module, an ETC equipment module, a recording module, a processing module, a storage module, an encryption module, a communication module and a management platform, and is characterized in that the management platform comprises a decryption module, a server, a display module and a control module. The system has the advantages that by arranging the auxiliary module, the ETC equipment module and the recording module, vehicles on a monitored road section are monitored and photographed, passing vehicles are charged and counted, the processing module processes information, and the encryption module sends processed data to the management platform through the communication module and the Internet, so that the management platform is convenient to use. The decryption module is used for decrypting the encrypted data and transmitting the decrypted data to the server for re-processing and counting the data, and the processed traffic flow result is visually displayed through the display module, so that the aim of visually displaying the visco-retention traffic state is fulfilled, and the problems existing in the prior art are effectively solved.
