The invention discloses an intelligent roe collecting and early-stage resource quantity monitoring and estimating device which comprises a submersible, a sensing module is arranged in front of the submersible and used for monitoring the running state of the submersible, a roe collecting box is arranged at the bottom of the submersible, and a flow velocity meter is arranged at a net opening of the roe collecting box. A camera electrically connected with the sensing module is arranged right in front of a net opening of the roe collecting net box. The sensing module realizes stable attitude of the submersible, and the submersible drives the roe collection box to collect roes at any specified water depth, so that the distribution rule of the early resource quantity of roes in the middle and lower layers of a river can be known, and flexible, convenient and efficient roe collection operation is realized; the flow velocity meter can record river hydrological characteristic parameters in real time in the roe collection process, the camera records images in the roe collection process in real time, images in the roe collection box are shot at set time intervals, the roe density at any specified water depth position is evaluated, and the early fish resource quantity can be estimated more accurately.
