A vehicle shock-proof balance mechanism comprises a base, two wheel sets, two connecting rod sets and a rocker arm support, the rocker arm support can be arranged on the base in a left-right swinging and penetrating mode, and each connecting rod set is connected with one wheel set, the base and the rocker arm support. At least one first buffering elastic piece and at least one second buffering elastic piece which are arranged in the rocker arm seat can generate a buffering effect on transmission between the two connecting rod sets, and a locomotive provided with the vehicle shock absorption balance mechanism assists the connecting rod sets and the wheel sets to reset when advancing on an uneven road surface. The wheels on the two sides can automatically move in a mode of being attached to the road surface, the locomotive is kept in a balanced state, vibration is reduced, and therefore the comfort degree in the riding process is improved.
