The invention provides a method and system for safely controlling a vehicle in a network-free environment and the vehicle. The invention aims to enable a terminal to carry out various safety control on a vehicle in a network-free environment and improve the user experience. The method comprises the steps that when a terminal detects a first control instruction sent to a vehicle, the network connection state of the terminal is determined; the terminal opens Bluetooth communication connection with the vehicle under the condition that the network connection state is no network, and obtains a decryption key pre-stored in the terminal; the terminal sends a first instruction to the vehicle based on the Bluetooth communication connection, and the first instruction comprises a decryption key and the first control instruction; and the vehicle performs legality verification on the first instruction based on the decryption key and a security key pre-stored in the vehicle, and responds to the first instruction when the verification is passed.
