By controlling the first one-way clutch F1 and the second one-way clutch F2 which are installed on the rotating shaft and the first friction type brake B1 and the second friction type brake B2 which are installed on the fixing support to work in different states in a matched mode, the phenomenon that an automobile slips or parks when the automobile is started forwards or backwards on a ramp can be avoided.
