The shore-based management system comprises a ship information management subsystem, a ship real-time state visual management subsystem, a ship dispatching subsystem, a ship early warning plan subsystem and a ship data application subsystem, the ship information management subsystem is used for managing the identity information of the ship; the ship real-time state visual management subsystem is used for carrying out visual management on the real-time navigation state of the ship; the ship scheduling subsystem is used for generating and sending a scheduling instruction to a ship; the ship early warning plan subsystem is used for carrying out early warning prompt and emergency command based on plans on the ships; and the ship data application subsystem is used for applying the navigation data of the ship. According to the shore-based management system for remotely controlling the construction operation ship, the identity information, the navigation state information and the equipment information of the ship are integrated, remote control command, scheduling and early warning of the ship are completed based on a visual framework, and the manual operation cost expenditure of the ship is reduced.
